Affordable Housing Toolkit


The City of Cockburn has developed an affordable housing toolkit to support residents and developers. The toolkit contains information on housing affordability options for residents, as well as incentives and programs for developers. The Housing Affordability and Diversity Strategy guides the City’s actions in this area.

What is affordable housing?

Affordable housing is housing that addresses the needs of a range of very low to moderate income households and priced so that these households are also able to meet other basic living costs such as food, clothing, transport, medical care and education.

Planning for affordable housing

Western Australia's rapidly growing economy and population has led to a massive increase in the cost of housing in the State.  
Affordable housing is important because:
  • It minimises household financial stress
  • It prevents homelessness
  • It provides a range of housing types that allow individuals to remain in their communities as their housing needs change throughout their life
  • It provides a range of housing types for households and individuals to remain within existing communities
  • It enables households on low to moderate incomes access rental and home ownership opportunities with their financial means. 

Affordable housing in WA

Affordable housing in WA is developed and funded a number of ways including through community housing providers, Department of Housing initiatives, grant or land contributions, planning incentives, and through local planning policies and programs by various levels of government.

Affordable housing in the City of Cockburn

The City’s Affordable housing toolkit addresses key housing affordability issues and is implemented under the Housing Affordability and Diversity Strategy. The toolkit contains information on options and Programs for Residents as well as for Developers.


Affordable housing on the Cockburn Coast

The Robb Jetty and Emplacement structure plans within the Cockburn Coast development include a range of models for creating affordable housing, including:
  • Dwellings that are sold to eligible households at or below the benchmark price outlined in the structure plan
  • Dwellings that are sold or transferred to a recognised affordable housing provider, which then leases or sells the properties to an eligible household
  • Private providers selling to Eligible Households
  • Commonwealth or State endorsed affordability programs.
