The City of Cockburn has been taking action to reduce greenhouse emissions for 20 years.
The City measures and reports greenhouse gas emissions annually, invests in renewable energy and energy efficiency projects, establishes partnerships, supports research and trials new technologies.
The City is an active member of the Cities Power Partnership. The City’s Greenhouse Gas Emissions Reduction Strategy guides corporate emissions reduction to 2020. A Climate Change Strategy will be developed in 2020 to set new targets and an action plan to guide the next decade of climate change action.
The City is engaged and prepared to meet the challenges of climate change, and is working on a range of major projects in street lighting, renewable energy and energy efficiency.
The City's Greenhouse Gas Emissions Reduction Strategy 2011-2020 sets a strong vision, targets and actions to reduce the City's carbon footprint.
The strategy includes plans for a zero-emissions fleet, solar cells, wind turbines and a renewable energy policy. The City offsets its fleet emissions annually.
As part of the strategy, the City will transition towards using locally-produced electricity from renewable resources in all major facilities. Currently, the City is on track to meet its 2020 emissions reductions targets.
The Greenhouse Gas Emissions Reduction Strategy is due for review in 2020. New targets and an action plan will be developed as part of the City's Climate Change Strategy. Community consultation will be undertaken to gain an understanding on how the community would like the City to demonstrate leadership in climate change.
Cities Power Partnership
The City of Cockburn joined the Cities Power Partnership in 2019 to collaborate with other local governments to create a more sustainable future. This free, national program is Australia’s largest local government climate network, representing almost 11 million Australians.
Local governments that join the partnership make five action pledges in either renewable energy, efficiency, transport or working in partnership to tackle climate change. The City of Cockburn will nominate its pledges through the development of a Climate Change Strategy in 2020.
The City measures and reports on emissions and progress towards targets annually. The City also reports waste emissions through the National Greenhouse and Energy Reporting Scheme annually on a voluntary basis.
The City has been monitoring the energy consumption of key facilities through an interactive real-time energy monitoring solution. This technology has enabled the City to identify energy saving opportunities and raise awareness on energy consumption. It has also enabled the City to identify optimal areas for installation of renewable technologies.
The City operates a landfill at the Henderson Waste Recovery Park (WRP) which accounts for about 60 per cent of the City's greenhouse gas emissions.
Renewable energy is produced at the Henderson WRP by methane extraction and flaring, which not only reduces emissions but manages the waste more sustainably. The methane extraction plant at the WRP generates enough electricity to power over 3,000 homes. The roof of the Recycle Shop is home to a 3.6 kW solar PV system.
The City is a leader in renewable energy production and is committed to producing clean energy and reducing greenhouse gas emissions. Cockburn has been harnessing power from the sun since 2009 with over 5,492 solar panels installed on its buildings. The City has the largest inventory of solar photovoltaic (PV) systems of any Local Government in Western Australia while also containing the State’s largest solar system at Cockburn ARC.
Currently, this renewable energy is used to power 23 per cent of council’s electricity from facilities. The City has proudly exceeded it 2020 renewable energy target of 20 per cent.
As well as solar, the City has two public wind turbine art projects, provides electric vehicle charging stations in Spearwood, Cockburn Central and Success, uses geothermal for heating the pools at Cockburn ARC and has a partnership for methane gas extraction at Henderson WRP.

Since 2011, Cockburn has also maintained a Zero Emission Fleet by offsetting emissions with tree planting projects in Western Australia’s Wheatbelt.
Currently, the City is investing in an electric waste truck trial and has also installed four public electric vehicle charging stations across the municipality.
A feasibility study is currently in development for a green hydrogen energy park to generate hydrogen from solar power as a zero emissions transport fuel for its waste collection and light vehicle fleets.

The City of Cockburn Sustainability Policy outlines a requirement for innovative Environmentally Sustainable Design in all new facilities. By designing its building with sustainable design principles, the City aims to significantly reduce the energy consumption, operating costs and carbon footprint of all future facilities.

Environmentally Sustainable Design (ESD)
Council will design, build and operate all community facilities and civic infrastructure in a sustainable manner. All new Council facilities exceeding a budget of $1 million will set aside a minimum of three percent (3 per cent) of the total project cost for innovative ESD initiatives.
Cockburn has sustained a revolving ‘greenhouse action fund’ since 2011 using savings from previous emission reduction initiatives. To date this fund has allocated more than $2 million towards energy saving projects including a 1MW solar PV system at Cockburn ARC.
