Proposed New Local Laws

The City of Cockburn wishes to give notice that it intends to make the following local laws:

Title Purpose Effect
City of Cockburn Health and Nuisances Local Law 2026 To provide for the regulation, control and management of particular activities that may adversely affect public health or otherwise cause a nuisance Obligations are imposed on owners and occupiers of land to control and manage particular activities, which must be complied with
City of Cockburn Fencing Local Law 2026 To prescribe a sufficient fence and the standard for the construction of fences throughout the district To establish the minimum requirements for fencing within the district
City of Cockburn Parking Local Law 2026 To constitute a parking region, enable the local government to regulate the parking of vehicles within the parking region, and provide for the management and operation of parking facilities occupied by the local government A person parking a vehicle within the parking region is to comply with the provisions of this local law
City of Cockburn Waste Amendment Local Law 2026 To amend the City of Cockburn Waste Local Law 2020 To amend the City of Cockburn Waste Local Law 2020 so as to:
  1. insert additional definitions into clause 1.5;
  2. insert clauses 3.1A, 3.4, as well as a new Part 6;
  3. delete clauses 5.2 to 5.5;
  4. make substantial changes to clauses 1.6, 2.10 and 3.1;
  5. amend the modified penalties provided for in Schedule 2; and
  6. make other minor changes throughout.
City of Cockburn Keeping of Animals Local Law 2026 To further control dogs and cats, and to control other specified animals, so as to reduce nuisances and protect public health, the environment and the amenity of the district The keeping of cats and dogs over a specified limit will require approval, and that further obligations are imposed on the owners of cats, dogs and other specified animals which must be complied with
City of Cockburn Public Places Local Law 2026 To regulate and control the activities and behaviour permitted on local government property and thoroughfares, or which may detrimentally impact local government property and thoroughfares Some activities are restricted or prohibited on local government property and thoroughfares, and some activities are only permitted by a permit or under a determination, and some private activities are regulated

Copies of these local laws can be viewed and/or downloaded from the Comment on Cockburn website. Hard copies are also available for viewing at the City of Cockburn Administration Centre and at all City of Cockburn libraries during opening hours.

We invite feedback from the community on these local laws. To make a submission, please visit the Comment on Cockburn website and complete the online survey. You can also telephone the City of Cockburn on 08 9411 3444 during business hours, or complete a hard copy survey in person at the locations listed above. You will need to complete a survey for each local law you wish to give feedback on.

Feedback/submissions must be received by 4pm, Friday 6 March 2026.
