Development Area 25 - Town Centre Precinct

Cockburn Central is the largest activity centre within the City of Cockburn.  It is a vibrant precinct located adjacent the Cockburn Central Train Station that hosts a variety of community events throughout the year.  The centre is surrounded by high-density apartments, and a wide range of commercial, community and retail uses.

Currently identified as a Secondary Centre in the State Government’s Activity Centre Hierarchy, Council has long-held aspirations to elevate it to a Strategic Metropolitan Centre.

About the Cockburn Central Town Centre

The Town Centre, bound by North Lake Road, Midgegooroo Avenue, Beeliar Drive and the Kwianana Freeway, is a vibrant mix of residential, retail and commercial properties.  Retail, dining and office uses  are easily accessed via a public transport interchange next to the town square.  Medium to high density apartment living caters for the diverse community of the future.

In January 2024, the WAPC granted an extension of the Cockburn Central Town Centre Structure Plan which unless further extended, will expire on 19 October 2027.

Cockburn Central Town Centre Design Guidelines
The Cockburn Central Town Centre Design Guidelines apply to all private development within the Town Centre precinct and ensure that developments enhance and contribute to the desired character of the area while encouraging developments that are innovative in design.

Specifically, the Design Guidelines seek to promote:
  • Buildings that contribute to quality public spaces
  • Building design excellence
  • Sustainable development including diverse and flexible dwelling options
  • Resident liveability.

About Cockburn Central West

Cockburn Central West (CCW), bound by North Lake Road, Poletti Road, Beeliar Drive and Midgegooroo Avenue, is an innovative mixed-use precinct integrated with regional-level recreational facilities, with strong pedestrian and cycling linkages to the Town Centre and surrounding locality.

The Cockburn Aquatic and Recreation Centre (Cockburn ARC), one of the largest developments of its kind in Australia, lies at the core of the precinct.  The Fremantle Football Club recognised the potential of Cockburn Central West and calls the state-of-the-art Cockburn ARC its home.
