City Management and Structure

The City of Cockburn oversees a range of functions and is structured across seven divisions:

  1. Office of the CEO
  2. Built and Natural Environment
  3. Community Services
  4. Corporate Affairs

  7. Operations
  8. People Experience and Transformation. 

Office of the CEO

The purpose of the Office of the Chief Executive Officer (CEO) is to empower and support the Council and organisation to be the best they can be. This division covers the role of the CEO and executive-level support services. The primary function of this division is to ensure compliance with the Local Government Act, support Council and provide strategic leadership to the organisation.  

Built and Natural Environment

The purpose of the Built and Natural Environment division is to create the best place to be. This division is led by the Chief of Built and Natural Environment and includes the three business units and their service units: 

Development and Compliance Planning Sustainability and Environment
Building Services Infrastructure and Roads Design Sustainability and Climate Change
Statutory Planning Transport and Traffic Environmental Policy and Planning
Environmental Health Strategic Land Use Planning Coastal Planning
Subdivisional Recreation and Leisure Planning  

The primary function of this division relates to the future development of land, the enforcement of regulatory requirements related to the built environment and the protection and conservation of the natural environment. This includes planning for the future in terms of housing, recreation, environmental and transport needs and the requirement for people to obtain development approval (e.g. for their new house), a building licence (for the structure that will be built) or conform with public health requirements (e.g. if you’re running a restaurant).  

Community Services

The purpose of the Community Services division is to enhance inclusive community connections and wellbeing. This division is led by the Chief of Community Services and includes four business units and their service units:

This division oversees the different community, safety and recreation focused services offered to the wider community. These include services offered via Cockburn ARC, Port Coogee Marina, sporting clubs, libraries, community development, and rangers and safety patrols.  

Corporate Affairs

The purpose of the Corporate Affairs division is to create our social licence to operate.  This division is led by the Executive Corporate Affairs and includes four service units: 

  • Advocacy and Engagement 
  • Communications and Marketing 
  • Customer Experience 
  • Business and Economic Development.

The primary function of this division covers the way the City goes about advocating and engaging with key strategic partners (e.g sourcing grants); the different ways the City markets and communicates information about its news, services, infrastructure, facilities and initiatives; the approach to providing a consistent and quality customer experience; and the way the City supports and enables business and economic development.  

Finance

The purpose of the Finance division is to enable the organisation to operate in a financially astute manner. This division is led by the Chief of Finance and includes the three business units and their service units:

  Geographic Information System (GIS)

Governance and Strategy

The purpose of the Governance and Strategy division is to hold the City and Council to account in regards to the organisation's vision. This division is led by the Executive Governance and Strategy and includes three service units: 

  • Legal, Governance, Risk and Compliance 

  • Corporate Strategy 

  • Civic Services.  

The primary functions of this division include organisating Council Meetings, civic events such as citizenship ceremonies, development and review of the Strategic Community Plan and Corporate Business Plan, and provision of internal legal, governance, risk and compliance related policies and advice.  

Operations

The purpose of the Operations division is to deliver amenities that our community are proud of and enjoy using. This division led by the Chief of Operations and includes the three business units and their service units: 

Operations and Maintenance Projects Property and Assets
Environment, Parks and Landscape  Civil Projects Property Services
Civil Infrastructure  Landscape & Coastal Projects City Facilities
Fleet Management  Building & Security Projects Asset Management 
Waste Services  Project Management Office (PMO)   

The primary function of this division relates to the day-to-day and long-term maintenance of the City’s parks, natural reserves, roads, properties, and other assets; waste and recycling; and the delivery of capital projects e.g. new buildings.  

People Experience and Transformation

The purpose of the People Experience and Transformation division is to unlock the potential of our people. This division is led by the Executive People Experience and Transformation and includes three service units: 

  • People Experience 

  • Transformation 

  • Work Health & Safety.

The primary function of this division includes providing a safe working environment and managing issues of concern; providing internal human resources, recruitment and onboarding of staff; establishing and managing expectations around how staff behave; and the facilitation of innovation.
