Cockburn Central East

In July 2017, the City formally advertised the Cockburn Central East Structure Plan for your comment. The plan provides direction for future land use planning and local road network needs as a result of the realignment and connection of Armadale Road and the North Lake Road Bridge, and the associated freeway interchange.

It would replace the Solomon Road Industrial Area Structure Plan. The advertised Cockburn Central East Structure Plan documentation and other relevant documents are available at the bottom of this page.

Current status of the Cockburn Central East Structure Plan

At the 14 September Ordinary Council Meeting, Council supported the plan subject to modifications resulting from the formal advertising process undertaken in July 2017. The plan and recommended modifications were subsequently forward to the WA Planning Commission for final assessment and adoption.

Armadale Road and North Lake Road Bridge Interchange project

Main Roads WA has prepared detailed design drawings (85 per cent complete) for:

  • The extension of Armadale Road and the construction of the North Lake Bridge

  • A northbound freeway on-ramp and a southbound freeway off-ramp

  • The widening of the Armadale Road bridge for vehicles seeking to access Kwinana Freeway northbound

  • Two grade-separated roundabouts

  • Connections with the existing road network and new access points

State and Federal funding of about $237 million is confirmed for the project. As a result, the Cockburn Central East Structure Plan is required immediately to allow land use and road network planning in connection with this significant infrastructure upgrade.

This funding is in addition to $49 million for the widening of Kwinana Freeway northbound from Russell Road to Roe Highway, which is critical to the construction of the new freeway interchange.

The scope of the Cockburn Central East Structure Plan does not extend to the Armadale Road and North Lake Road Bridge Interchange project. This alignment requires a separate approval and design process.

Context of Cockburn Central East

The Cockburn Central East precinct is the eastern precinct of the Cockburn Central Regional Centre. This is defined as a secondary centre under Directions 2031 and Beyond and State Planning Policy (SPP) 4.2 – Activity Centres for Perth and Peel.
