The emerging development area of Cockburn Central North is situated within the City’s largest activity centre, a short distance north of the City’s Aquatic and Recreation Centre (Cockburn ARC). Bound by North Lake Road, Ngort Drive, Semple Court, Verna Court and the Kwinana Freeway, the precinct has strong connections to local services and regional transport routes. The Cockburn Central North (Muriel Court) Structure Plan provides planning guidance for the precinct and proposes:

In February 2024, the WAPC granted an extension of the Cockburn Central North (Muriel Court) Structure Plan which unless further extended, will expire on 19 October 2035. Applicants are strongly encouraged to contact the City's Strategic Planning team to discuss any proposal at the earliest time possible

To improve safety, coordinate access and manage congestion along the site’s interface with North Lake Road, a Vehicle Access Plan has been adopted by the City. The plan identifies a select number of junctions in suitable locations, connected across private property via an easement in gross (secured as a condition of subdivision or development approval). Temporary access will only be considered by the City where it is demonstrated to be safe, and that access via the adopted plan is not currently possible. It many cases implementation of the Vehicle Access Plan will involve this will involve the removal of existing crossovers.
