Development Area 20 – Solomon Road
The Cockburn Central East Structure Plan was prepared to facilitate adjustments to the local planning framework necessary to enable delivery of the Armadale Road and North Lake Road Bridge Interchange Project.
The Structure Plan replaced the Solomon Road Structure Plan (2007) and guides the subdivision and development of land in and around the jointly funded, Federal Government and Main Roads Western Australia (MRWA) road network upgrades.
The primary objectives of the Structure Plan are to:
- Provide direction for future land use planning and the local road network needs as a result of the realignment and connection of Armadale Road and the North Lake Road Bridge, and its associated freeway interchange
- Provide for the long-term Cockburn Train Station commuter car parking requirements for the Public Transport Authority
- Promote accessibility to the Cockburn Train Station for the Structure Plan area and the growing urban corridor to the east of Cockburn Central
- Promote the transition of key areas within the structure plan area into a mixed-use transit oriented development
- Retain and foster employment use over residential use
- Identify staging requirements for short, medium and long-term land use needs within the immediate vicinity of the Cockburn Central Train Station, located at the heart of the Cockburn Central Activity Centre.
The major road infrastructure project was completed in December 2021.
Development Contribution Area No 8 applies to most of the subject area. The City-wide Development Contribution Area No 13 also applies to residential developments. Please refer to the development contributions page for further details.
The City's Development Contributions Officer should be contacted to discuss the development contribution obligations for lots/dwellings in this area.
To improve safety, coordinate access and manage congestion along key roads, a Vehicle Access Plan has been adopted by the City. The plan identifies a select number of junctions in suitable locations, connected across private property via an easement in gross (secured as a condition of subdivision or development approval).
Temporary access will only be considered by the City where it is demonstrated to be safe, and that access via the adopted plan is not currently possible. In some cases implementation of the Vehicle Access Plan may involve the removal of existing crossovers.
