The Treeby District Structure Plan (DSP) covers the southern-most portion of the City’s newest suburb. It broadly identifies the extent of the developable area, housing density expectations, the location of key commercial precincts and district-level community infrastructure, and the high-level road network.
It is used to guide the preparation of Metropolitan Region Scheme, Local Scheme rezonings and Local Structure Plans, and indicates broad funding arrangements for improvements, potentially including the principles of a Development Contribution Plan.
Treeby was initially a rural area, originally part of the Banjup locality. The Treeby DSP principally focuses on the redevelopment of four sites previously used for quarrying activities, encompassing approximately 147ha (or about 32% of the total 460ha area) bound by Jandakot Road, Warton Road, Armadale Road and the Cockburn Central East Employment Area, approximately 19km south of the Perth CBD and 1km east of the Cockburn Central Secondary Activity Centre.
The Treeby DSP was adopted by Council in December 2017. A number of local structure plans in the DSP area have subsequently been approved by the Western Australian Planning Commission (WAPC).
In March and September 2024, the Calleya Estate Local Structure Plan was rationalised into the City’s Local Planning Scheme (TPS3). The resultant scheme zonings, and all the current approved Structure Plans can be viewed on the City's online mapping system using the ‘Zoning' module.
Landowners and developers must prepare a local structure plan within the Treeby DSP area before you can progress to subdivision. The WAPC is responsible for approving Structure Plan applications, with the City handling the initial processing, advertising and providing an advisory role.
The WAPC is responsible for processing and determining subdivision applications.
