Coogee Beach Master Plan

The Coogee Beach Foreshore is a popular coastal precinct with significant social, environmental and economic value. Accessible via Cockburn Road, the area sits within the Woodman Point Regional Park and existing management plan documents apply to the Coogee Beach study area, including:
 
  • Woodman Point Regional Park Management Plan (2010 - DBCA)
  • Coogee Beach Foreshore Management Plan (2020 - 2070 - City of Cockburn)
The previous Coogee Beach Landscape Master Plan (2014) required to be reviewed and updated, along with emerging coastal erosion information outlined in the City’s 2016 Coastal Adaptation Plan (under review) and the subsequent Foreshore Management Plan which identifies increasing coastal erosion risks for the Coogee Beach area and recommends a long-term strategy of managed retreat of assets and an updated Master Plan be prepared to help co-ordinate the continued recreational, tourism and commercial use of the foreshore going forward.
 
Pursuant to this aim, the City commissioned in late 2023 to prepare a Land Use Master Plan for Coogee Beach spanning to 2050 that creates a unified plan that meets community needs and coastal planning requirements.
 
The project is now complete with Council adopting the Coogee Beach Land use Master Plan (Master Plan)

What is the Coogee Beach Land Use Master Plan?

The Master Plan is a coordinated approach to planning for a resilient and sustainable future that ensures continuous enjoyment for the people of Cockburn and beyond.
 
The Master Plan sets a long term base for the future planning of Coogee Beach in the City of Cockburn. The vision and design principles within are derived from a series of background policy and strategy documents, and community and stakeholder consultations.
 
Key objectives of the Master Plan include:
• Defining the intended role of Coogee Beach as a coastal node
• Managing Coastal hazard risk and adaptation
• Improving access to Cockburn Road
• Better accommodating and managing car parking demand
• Improving pedestrian access to and through the area
• Informing future redevelopment of the Coogee Beach Holiday Park
• Facilitating redevelopment of the Coogee Beach Café and other complementary commercial opportunities

 

Future Implementation

The Master Plan includes an indicative staging strategy with elements prioritised, and/or structured in a manner that could be packaged for future implementation.
 
Timeframes provided are indicative only, with delivery to occur as and when funding is made available via government grants, municipal funding and/or government/corporate partnerships.
