Project Update

April 2025

The City has responded to resident's concerns over the lack of secondary emergency access during the construction of the new traffic lights at Berrigan Drive. 

To address this valid concern, the City provides the below option for an alternative vehicle route in the event of emergencies through Dean Park (former golf buggie access).

The plan below shows an alternative vehicle path that can be used in the event of emergencies, through Dean Park providing access north to Karel Ave or south to Berrigan Drive.
 
The City will be installing signage at Dean Park to advertise the emergency access. An example of the signage can be shown below.

March 2025

The developers are required to close Turnbury Park Drive at the end of March, in order to facilitate construction of the new Berrigan Drive intersection.

Residents in the area can use the new public road network to access Berrigan Drive.

While we know that some residents are pleased about this change, the City recognises the inconvinience this may cause for other residents, however this closure was contemplated as part of approval of the estate, and is required by the WAPC subdivision approval. 

The traffic light project is anticipated to be completed between October and December 2025. The Public Transport Authority’s (PTA) bus route 515 will reroute via Dean Road with temporary bus stops installed within the Realm Way area (as approved by PTA), as per the image below:

The concept plan for the signalisation can be viewed below. The plan shows the closing of Turnbury Drive with additional roadworks to allow for the future installation of traffic signals at Abundant Boulevard.

September 2024

The final version of the Glen Iris Estate Local Structure Plan is now available. The plan was approved subject to modifications by the WAPC, which have now been completed. View a copy of the structure plan.

July 2024

This video is an information session about the Glen Iris Estate development held in July 2024. It covers the current status of the project delivered by Eastcourt Property Group and addresses key concerns raised by existing residents. In particular, the session provides information on tree retention methodology, traffic management, water pressure, management of the quenda and general queries raised by attendees.

20 June 2024

The City is aware that existing residents who have boundaries with the Glen Iris estate may have been contacted by the developer over the last few weeks regarding infill fencing contributions. 

Residents who adjoin open areas and who decide they wish to replace their property's existing open-style fencing can apply for the developer's Replacement Infill Fencing Contribution to help offset the cost.

The contribution is equal to 50 per cent of the cost of new infill fencing panels, up to a maximum rate of $150 per linear metre (inclusive of GST) where the following criteria are met:

  • The new fencing has at least 50 per cent visual permeability (see-through)
  • The new panels are either Woodland Grey or Heritage Green
  • All relevant permits and approvals are obtained from the City of Cockburn
  • The new fencing is installed prior to the claim being submitted
  • A completed claim is accompanied by paid invoices that itemise the length and cost of the fencing
  • Any claim is made before 30 June 2027.

The City strongly supports the installation and maintenance of visually permeable fencing and encourages residents to participate in the contribution scheme. Permeable fencing greatly assists in reducing the potential for anti-social activity and promotes passive surveillance between the private property and public spaces. 

June 2024

The City has received detailed civil drawings for Stage 2 of the Glen Iris Estate development. Residents may notice that work has begun on site, including earthworks, utility construction and vegetation clearing. In addition to civil drawings, the City has recently approved several Local Development Plans (LDPs) relating to Stage 1, which will help guide desired built form outcomes for these future residential areas. 

The City notes that some residents have raised concerns about the clearing of trees. The Glen Iris Central Precinct contains 527 trees, with the precinct’s original assessment identifying 248 trees for retention and 279 trees for removal.

Of the 248 trees identified for retention, 18 were removed due to onsite constraints and these decisions were made in consultation with City technical officers.

Currently, 78 trees have been retained in excess of original planning, resulting in a current net gain of 60 additional retained trees. However, some areas in Stage 2 and 3 which are subject to further assessment, will also require additional trees to be cleared.

Overall, it is anticipated there will a much higher number of trees retained across the site compared to the original assessment. The original assessment of the Central Precinct identified 48 high value, 92 medium value and 84 low value trees for retention, but this has since been updated.  Although some trees had to be removed due to constraints, additional trees were retained through design changes, with the retention of more high value trees than the original estimate.

Currently, 57 high value, 106 medium value and 145 low value trees remain in the Central Precinct. Of the 527 trees located within the Central Precinct, 152 were appropriate foraging habitat species for Black Cockatoo. Of these, 84 have been retained, which is 15 more than the original assessment.

Black Cockatoo foraging habitat is typically divided into primary and secondary food sources - for example Banksia and Marri are primary food sources, with Jacaranda and most Corymbia species regarded as secondary sources. Of the 84 retained trees, 21 provide primary foraging habitat while 63 are secondary foraging habitat.

The City is now assessing proposed landscaping plans for Stage 1 and working with the developer to plant more Black Cockatoo foraging habitat species, primarily Marri and Banksia, where appropriate.

12 September 2023

On the 11 September 2023 the Western Australian Planning Commission approved the subdivision of Lot 6 and Lot 7 Glen Iris Drive and Lot 139 Imlah Court, Jandakot (the former Glen Iris Golf Course lots north of Berrigan Drive) for residential development. The subdivision includes road networks and residential housing lots including group housing and public open space sites. The subdivision approval allows the developer to start undertaking subdivision works of the Stage 1 Area (first stage), which will include earthworking, land levelling and installation of infrastructure services as per the approval.

September 2023

Environmental consultants are investigating and relocating fauna that may be living in the Stage 1 works area. The City’s Environmental and Landscape officers will attend site to provide further technical advice and management responsibilities on fauna relocation. The developer is currently installing several dust management initiatives including 2.4m high fencing and shade cloth to form a dust barrier, four dust monitors providing real-time records and alerts, and a fenced dam connected to a groundwater bore to supply water for dust suppression. The developers are identifying trees for protection, installing protective fencing in accordance with Australian Standards.

19 June 2023

The Western Australian Planning Commission (WAPC) has required modification and resubmission for approval of the Glen Iris Estate Structure Plan.

Formal notification will be sent to all submitters once the final decision letter is issued by the WAPC (following its checking of the completed modifications).

14 June 2023

The City has received formal notice of the Minister for Planning’s decision to approve the Scheme Amendment.
 
The approved Amendment was published in the Government Gazette on Friday 16 June 2023.

The City has received notification from the Western Australian Planning Commission (WAPC) that the Structure Plan application (SPN/2330) 110/226 - Glen Iris Estate, will be considered by the Statutory Planning Committee at its meeting on Tuesday, 13 June 2023.

30 May 2023

The City has received a Demolitian Permit to remove the Glen Iris clubrooms. The permit ensures that demolition will occur safely and with consideration to neighbours. The permit may be subject to conditions.

Under section 10 of the Building Act 2011, any person demolishing a building or part of a building / structure must ensure that they obtain a Demolition Permit from their local government authority prior to the commencement of any demolition works. ​

The demolition of the clubrooms is expected to start in the coming weeks.

12 May 2023

The City has met with the developers of the project to discuss the process moving forward for the development of the former Glen Iris Golf Club. We have been updated with key project milestones, and depending on the approval process, development may occur as early as this year.

At its Ordinary Council Meeting on 10 November 2022, Council recommended the WA Planning Commission (WAPC) refuse Amendment No. 152 to the City of Cockburn Town Planning Scheme No. 3 and the proposed Glen Iris Estate Structure Plan.
