Answer: The report to Council cited sixteen reasons why City of Cockburn officers recommended refusal of this application. Council considered that the proposal did not comply with a range of State and Local Government policies guidelines, frameworks and schemes. Council believed that the proposal had not adequately addressed the management of asbestos, dust, or noise; and neither did the proposal demonstrate that the modifications would be environmentally acceptable for the impacts on human health, flora and fauna.
