If you are experiencing financial hardship, the City can provide support to help you manage your rates. We recognise that people may face short-term payment difficulties or longer-term hardship, and we are here to work with you in a fair, flexible and confidential way.
What support is available
Depending on your circumstances, the City may:
- Agreed a flexible payment arrangement that suits your budget
- Allow rates and charges to be deferred (in part or full) for up to 12 months
- Suppress penalty interest charges in cases of genuine hardship
- Provide free financial counselling services.
While interest normally applies to overdue rates, no interest will be charged on amounts covered by an agreed payment arrangement that you keep up with.
Financial counselling
Financial counselling is a free, independent community service available to all WA residents. Financial counsellors can:
- Help you with money management strategies
- Advocate with creditors on your behalf
- Provide information about your rights and options

- Provide supporting information about your situation (for example, proof of income, expenses, or changes in circumstance)
- Submit the form online or contact the City for assistance.
Frequently asked questions
What is considered financial hardship?Financial hardship is when you cannot pay your rates without it affecting your ability to meet essential living needs for yourself or your dependants.
What situations might the City consider as hardship?Examples include loss of income or employment, illness or recovery from illness, low income, or unanticipated caring responsibilities.
Can my rates be deferred?Yes. If you are experiencing genuine hardship, you may apply to defer rates and charges (in part or in full) for up to 12 months. You will need to provide evidence of your circumstances.
Will interest still be charged if I’m in hardship?No. Interest will not be charged on overdue amounts covered by a payment arrangement that you keep up with.
