A champion of Cockburn has been named Honorary Freeman of the City.
Long-standing City of Cockburn councillor Kevin Allen will receive the highest civic honour the City can bestow upon an individual at the City’s annual Civic Dinner in December 2025.
Mayor Logan Howlett made the announcement at the 8 July Ordinary Council Meeting following a confidential Council decision at the May meeting to bestow the rare title, for what will be only the sixth time in the Council’s history.
Mayor Howlett praised Cr Allen for his significant achievements both in sport and within the wider community.
He has represented the community and WA in a variety of sports from sailing to rugby and squash.
In 2004, he was an inductee in the City’s inaugural
Sports Hall of Fame.
A State, Australian and international sailing champion, he represented Australia three times in international sailing competitions. He was named a World and Australian Champion in 1985, and a WA Champion in 1977, 1979, 1984 and 1986.
A resident of Cockburn for more than 40 years, he was president of Coogee Beach Progress Association for many years, also honoured with life membership, and has been a dedicated RSL City of Cockburn Sub-Branch member for 25 years.
He was elected to Cockburn Council in December 2000.

The title of Honorary Freeman of the City recognises individuals who have made an extraordinary and lasting contribution to the community, the local government, or have achieved notable accomplishments that reflect positively on the City.
