The City of Cockburn's response to Fremantle Herald about Infringements for illegally parked cars/trailers/boats

Questions:

What is the City’s policy regarding cars/trailers/boats parked on verges and driveways? 

  • Does the City proactively infringe owners who are illegally parked, or does it act on complaints? The Breglia’s showed me about a dozen examples within 200 metres of their home of caravans, boats and trailers which had not been infringed, even though some had been parked there for months on end, and often in more inconvenient locations than the car park where they received the infringement.
 
  • The Breglias said they were advised that a complaint can be laid by anyone within the City of Cockburn, rather than just neighbours. Can the City confirm that advice?
 
  • If that’s the case, doesn’t it create a situation where the issue could be ‘weaponised’ in personal disputes? I have first-hand knowledge of a case in the City of Melville prior to the last election where someone repeatedly reported a political opponent (they weren’t councillors) for not parking his vehicle correctly, even though they lived on the other side of the city and had no business being in the area other than snooping.
 
  • Could it also lead to circumstances where a homeowner can be left feeling “picked on” (the Breglia's words) because a neighbour complains about their vehicle, yet on the same street someone else does the same thing but doesn’t get infringed?
 
  • In the Breglia’s case, they claim the camper trailer was only temporarily parked in the little-used carpark adjacent to their property because they had brought it out to show a potential buyer and an electrical lead was clearly visible leading to their home so they could show them the refrigeration. Why didn’t the city’s officer make direct contact with the Breglias to discuss the situation? I do understand their new caravan had been parked in the carpark the previous day.
 
  • Finally, given the nature of modern, higher-density sub-divisions with small lot sizes such as Ocean Road, how does the council plan for and manage the growing trend of people owning boats and caravans?

Answer: 
The City cannot comment on the matter as Mr Breglia has elected to have the matter dealt with in court.  
The City actively monitors parking across the City, responding with infringements if a breach is detected. The City responds to and investigates dozens of complaints from the community each week about illegal parking.
