The Southern Suburbs District Structure Plan has been instrumental in guiding the structure planning, subdivision and development of the suburbs we now know as Success, Atwell, Aubin Grove and Hammond Park
It addresses housing density expectations, the location of key commercial precincts and community infrastructure, public open space, road layouts, and is used to guide the preparation of Local Structure Plans.
Southern Suburbs District Structure Plan Stage 3 (SSDSP3) focuses on the remaining developable area of Hammond Park, west of the Kwinana Freeway and south of Gaebler Road.
Included in SSDSP3 is the Hammond Park High School which opened for students in 2020, and the Jibup Primary School which opened for students in 2024.
A planning control area has been declared along its southern boundary to facilitate the future extension of Rowley Road between the Freeway and the coast. This road will be an important freight route servicing the Latitude 32 General Industrial Area and the State Government’s proposed relocation of the container terminal from Fremantle to Kwinana (Westport).
When do I need to prepare a local structure plan?
Landowners and developers must prepare a local structure plan within the SSDSP3 area before you can progress to subdivision. The WAPC is responsible for approving Structure Plan applications, with the City handling the initial processing, advertising and providing an advisory role.
The WAPC is responsible for processing and determining subdivision applications.
Southern Suburbs DSP3 was adopted by Council in September 2012. In 2015 SSDSP3 was significantly modified largely in response to a decision by the State Government not to proceed with construction of the Mandogalup Train Station on the new Southwest Metropolitan Railway Line.
A number of local structure plans in the SSDSP3 area have received endorsement or been approved by the Western Australian Planning Commission (WAPC).
In October 2024 several completed Structure Plans were rationalised into the City’s Local Planning Scheme (TPS3). The resultant scheme zonings, and all the current approved Structure Plans can be viewed on the City's online mapping system using the ‘Zoning' module.
The Minister for Planning has declared a Planning Control Area (PCA) over the proposed Rowley Road alignment between Kwinana Freeway and the Coast. The PCA protects the proposed road by ensuring no further development occurs over affected land, that might compromise this purpose until it becomes reserved in the Metropolitain Region Scheme.
PCA declarations remain in effect for five years from the date of publication of this notice in the Government Gazette or until revoked by the WAPC with approval by the Minister, whichever is the sooner.
