If you receive a parking infringement

You must pay or appeal your infringement within 28 days of the date of issue. After this, a Final Demand Notice will be sent to you with added costs. This provides you with an extra 28 days to pay the infringement notice.

If payment is not received in the next 28 days, your infringement notice becomes registered at the Fines Enforcement Registry. This carries further costs and may affect licenses held in your name.

If you have received a parking fine, you can view the details including photos of your vehicle, to help you decide on what action to take to resolve your fine.

The City of Cockburn is generally unable to withdraw an infringement if you:

  • Had an appointment that went over time
  • Lost track of the time
  • Took an important phone call and were delayed
  • Parked for just a few minutes over the allowed time
  • Did not see or understand the sign
  • Did not know the parking rules
  • Thought that you were allowed to park there
  • There was nowhere else to park
  • Ran out of petrol.

Mobile license plate recognition system

The MLPR system consists of six advanced Closed Circuit Television (CCTV) cameras. These cameras use cutting-edge artificial intelligence and Global Positioning System (GPS) technology with centimeter-level precision. Their purpose? To automatically monitor illegal parking and ensure the smooth flow of traffic, and minimize the need for intervention from our Parking Officers.

Here's how it works: once an offense is identified, our Parking Officers personally review each infringement or caution before anything is printed. This ensures accuracy and fairness in every case. Once verified, an infringement notice is then mailed to the vehicle owner. It includes all the necessary details about the offense, the corresponding section of the Parking Local Law, and even a photo of the vehicle in question. This streamlined process not only saves time and resources, but also allows our team to focus on other essential tasks.

Our new MLPR system brings multiple benefits to the community. It ensures fair enforcement of parking regulations, promotes parking space turnover, and frees up time for parking officers to address other resident requests. With automated identification of illegal parking, the system enhances efficiency and responsiveness while maximizing parking availability. Embracing this technology paves the way for a more equitable and convenient parking experience for all community members and visitors.

How does the MLPR system make parking enforcement safer for officers?

The MLPR system eliminates the need for parking officers to approach vehicles, minimizing potential confrontations and safety risks associated with working on or near roadways. The technology allows officers to maintain a safe distance while identifying parking offences.

Will the MLPR system capture personal details of vehicle owners?
No, the MLPR system focuses solely on license plate recognition. It does not capture the personal details of vehicle owners or passengers.
What measures are in place to ensure privacy?
To protect privacy, the MLPR system blurs the faces and personal details of individuals captured in the images. The system prioritises license plate information while ensuring privacy compliance.

Photographic evidence is not shared with any external public authority or private organisation.

Photographic evidence may be released as part of a prosecution.
How accurate is the MLPR system in recognising license plates?
While the MLPR system streamlines the process of identifying parking violations, the decision to issue a parking ticket ultimately rests with the parking officer. The system provides information and evidence to support their decision-making.
Can the MLPR system be used for other purposes apart from parking enforcement?
The primary purpose of the MLPR system is parking enforcement. It is not connected to the City’s CCTV network.

Footage may be requested by WA Police or by the courts. In this case, the City will have to provide the footage.
 
 
How does the City obtain license plate details from the Department of Transport?
The City obtains vehicle owner’s details from the Department of Transport through a regulated process. The City has established protocols and agreements with the Department of Transport to access the necessary information for parking enforcement purposes, ensuring compliance with privacy and data protection regulations.

The City would report any misuse of this data to the appropriate authorities. 
 
How does the appeal process work for parking infringements in Cockburn?
If you believe you have received an unfair parking infringement, you have the right to appeal the decision. The appeal process can be completed online.
