The Development Assessment Panel (DAP) is an independent decision-making body that assesses and determines development applications on behalf of local governments and/or the Western Australian Planning Commission (WAPC). The panel consist of five members including three independent technical experts and two elected local government representatives. DAPs are structured to service multiple local government areas. The City of Cockburn falls under the Metro Outer Joint Development Assessment Panel (JDAP), which also includes the local government areas of Armadale, Gosnells, Joondalup, Kalamunda, Kwinana, Mandurah, Mundaring, Murray, Rockingham, Serpentine-Jarrahdale, and Swan. Under the Development Assessment Panel (DAP) Regulations 2011, certain applicants may choose to have their development applications determined by a JDAP rather than the City if their development has an estimated cost of $2m or more. This is an opt-in process. View the JDAP agendas and minutes
