In addition to general rates, your notice may include some extra charges. These are set by either the State Government or the City and help cover the cost of important services or obligations.
Emergency Services Levy (ESL)
The Emergency Services Levy is a compulsory State Government charge collected by all councils in Western Australia. It helps fund fire and emergency services across the State. The amount is determined by the State Government and passed on through your rates notice.
Specified Area Rates (SARs)
Some properties in Cockburn pay a Specified Area Rate. This charge helps fund a higher standard of services such as park and public space maintenance, landscaping, and infrastructure in certain redevelopment areas.
SARs only apply to properties in:
- Port Coogee
- Cockburn Coast (Shoreline)

Swimming pool inspection fee
If your property has a pool or spa, you will be charged a fee to cover the cost of compulsory safety inspections. Inspections are required every four years under WA law and help ensure pools and spas remain safe.
Waste service charges
