Budget Highlights 2026-27

This page provides highlights from the City of Cockburn’s 2026-27 budget. It shows the services funded by rates, outlines the major projects being delivered this year, and links these to the City’s long-term goals and strategies.

Services provided to residents

Rates fund a wide range of services and infrastructure across 23 suburbs, including:

Assets

  • 406 parks and reserves and 218 playgrounds
  • 876km of roads and 906km of footpaths
  • 15km City-managed coastline
  • Community facilities and centres, plus Port Coogee Marina

Economic development

  • Business workshops and training programs
  • Trade and networking opportunities, both local and international

Environment

  • 49,000 seedlings planted in winter revegetation works
  • 26% tree canopy cover
  • Climate change response through land use planning and community services
  • Initiatives for sustainability: urban forests, water and energy management, coastal protection
  • Waste reduction and resource recovery

Waste services

  • Weekly general waste and recycling collection
  • Fortnightly green waste collection
  • Verge collections and six free trailer passes per household for Henderson Waste Recovery Park

Community services

  • Cockburn ARC: aquatic and recreation centre
  • Cockburn Health and Community Facility
  • Three libraries, a Seniors Centre and a Youth Centre
  • Parenting, family and aged care services
  • Volunteer support 
  • Financial counselling

Safety and security

  • CoSafe 24/7 community security patrols
  • CCTV subsidies
  • Partnerships with WA Police, schools and local businesses

Community support

  • More than $1.6 million of funding and donations to benefit community
  • A wide calendar of free community events such as Coogee Live

Major projects scheduled for 2026-27

A healthier community

  • Cockburn ARC Oval surrounds development – $1.05m
  • Cockburn ARC planning and upgrades – $2m
  • Beale Park redevelopment – $2.8m
  • Atwell Reserve changeroom upgrades – $4m

A connected community

  • Urban road safety improvements in Bibra Lake – $720,000
  • Black Spot road projects – $5.8m
  • Road resurfacing – $8.7m
  • Drainage works – $4.8m
  • Footpath improvements – $1.06m

A great community

  • Manning Park playground – $250,000
  • Upgrades at Port Coogee Marina (replacement of mesh decking and boardwalk paint) – $400,000
  • Memorial Hall electrical equipment upgrade – $80,000

A greener community

  • Enhancement of our natural areas, parks, and playgrounds including shade sails and interpretive signage – $5m

Goals and direction: 2025-2035

The City’s long-term goals are set out in its strategic plans, which guide future decisions and activities.

These include:

  • Strategic Community Plan - ten-year vision for the community
  • Corporate Business Plan - four-year program of projects and initiatives
  • Long Term Financial Plan - sustainable financial management
  • Workforce Plan, Asset Management Plans, Service Plans - ensuring resources and infrastructure are in place
  • Annual Budget and Report - accountability and transparency each year

Together, these plans ensure the City of Cockburn continues to grow sustainably while supporting a vibrant, safe, and connected community.
