Statement:
The City of Cockburn welcomes news of the Perron Group’s lodgement of a development application for a proposed extensive four-stage redevelopment of Cockburn Gateway Shopping City, to be known as Cockburn Quarter.
 
The development application has been lodged with the State Development Assessment Unit, a newly established body of the Western Australian Planning Commission, established during COVID-19, to assess development proposals of State or regional significance.
 
Developments eligible for SDAU assessment must demonstrate that they will significantly assist with the economic recovery of the State or region and that construction can commence within two years.
 
The SDAU will seek public comments for a period of no less than 28 days and comment from the City of Cockburn for a period of no less than 42 days.
 
The proposed development represents a $1 billion investment over at least 20 years in Cockburn Central, and fits within the City’s strategic objectives to ensure Cockburn Central is a great place to live, work and either invest in a business or patronise a variety of top quality retail services and offerings.
 
Mayor Logan Howlett said the proposal, which includes a blend of residential, commercial, retail, childcare, medical and health services, and open space, was a welcome outcome that would help the City continue meeting community expectations for the precinct.
 
Other elements of the proposal include an expanded Cockburn Gateway shopping complex with new dining, entertainment and cinema offerings, a fresh food market and additional fashion and lifestyle brands.
 
Mayor Howett said Perron Group expected more than 7,400 jobs to be created during the lifespan of the project, an estimated $2.8 billion worth of economic activity generated during construction and more than 900 homes in the commercial and retail hub.  
 
Cockburn Central has benefitted from significant City of Cockburn investment in recent years including Cockburn ARC and the Cockburn Health and Community Facility, plus future City plans to relocate its administration centre in the precinct.
 
The State Government is currently completing the Armadale to North Lake Road bridge, the Armadale Road upgrade and Metronet’s Cockburn-Thornlie link in the area.
 
The proposal follows Joint Development Assessment Panel approval of a $98.6 million mixed use proposal by Golden Estate Group in August for a 113-room hotel and 262 apartments in Cockburn Central West.
