Aim of the Economic Development Directions Strategy

The Economic Development Directions Strategy has been developed to support Cockburn’s growth as it transitions away from greenfield development, towards a focus on infill and revitalisation. The Strategy identifies the key elements influencing Cockburn’s economy and outlines why the City needs to be strategic about economic development for the future. The strategy is a tool that identifies a path for the City to take and to guide its future prosperity.

As the City reorients its planning focus away from greenfield growth, it will move away from its major land and infrastructure delivery role, towards providing a greater focus on supporting the key strategic industries and local businesses that have arisen as a result of these developments. The Directions Strategy is a precursor to an Economic Development Strategy.

The Directions Strategy answers three key questions:
  • Where are we now?
  • Where do we want to be?
  • How will we get there?
The Strategy enables the City to practically consider how it will achieve the community's vision for the future, confirm its future goals and collectively decide how to get there. This will guide and promote the economic potential of the southwest sub-region and align to the growth imperatives set through State Government planning policy.

Key issues of the Economic Development Directions Strategy

Over the last 25 years, Cockburn's planning has been largely growth-oriented, as a result of its location within the south-west growth corridor. Planning has focused on large areas of greenfield sites for residential development and the infrastructure required to support this.

Key greenfield developments have also included the industrial precincts of Bibra Lake Estate, the Australian Marine Complex and Jandakot City, which have supported significant local employment. While forecasts indicate a strong future for Cockburn, greenfield development is expected to slow towards 2022, as the City transitions towards urban infill and revitalisation projects.

Status of the Economic Development Directions Strategy

The City has completed the stakeholder engagement process relating to the Economic Development Directions Strategy. Under the next phase of implementation, the City will prepare an Economic Development Strategy, which will include a Digital Strategy and a Tourism Feasibility Study.

Context of the Economic Development Directions Strategy

The Economic Development Directions Strategy is set within the context of the State Planning Policy Directions 2031 and Beyond, the City’s Strategic Community Plan 2016 – 2026 and the Town Planning Scheme.
