The City's first changing place facility is located at the Bibra Lake Regional Playground, Progress Drive, Bibra Lake. 

For use by people with disability, the changing place facility is a public toilet facility which includes a ceiling hoist, height adjustable adult-size change table, a shower and enough space for two carers to assist. 

The City of Cockburn's changing place is temporarily fitted with a master locksmith access key (MLAK).

The facility is funded by the Disability Services Commission and administered by WALGA.
